Leadership and Administrative Positions

Worked as an auditor and tax officer immediately after graduation.
Seconded as an officer in the Armed Forces (Mobilization Administration in Dokki).
Spent a period of scientific expertise at the Social Insurance Foundation in Switzerland and at the Swiss Re Company.
Returned to Egypt and worked at the Insurance Authority (Supervision and Control Authority) as director of the Compulsory Insurance Department and director of technical research for the Egyptian General Insurance Corporation.
Appointed as lecturer, then assistant professor, then vice dean, then dean of the Faculty of Commerce, Cairo University from 1975-1979, and established the Faculty of Commerce, Cairo University (Beni Suef) and was its first dean.
Selected as insurance and economic advisor to the General Authority for Health Insurance and prepared all mathematical, statistical and insurance studies for the first experiment of health insurance in Alexandria Governorate in 1965 during the era of the late Minister Mohamed Nassar.
Appointed as head of the National Institute for Administrative Development and established the Sadat Academy for Administrative Sciences and was its first president.
Active member of Al-Ahly Club and was elected as a member of the board of directors in 1976.
Selected as a member of the board of directors of Misr Insurance Company and the Supreme Council of the Insurance Sector.
Established the Suez Canal Insurance Company and worked as its chairman for five years from 1980-1985 and was able to achieve an average annual profit of 100%.
Worked as managing director of Misr Real Estate and Tourism Investment Company and achieved a great leap in the company's profits 1993-2000.
Worked as advisor to the late Minister of Insurance Dr. Hassan Al-Sharif then the late Professor Mohamed Abdel Fattah and contributed to preparing Social Insurance Law No. 79 of 1975.
Worked as advisor (for insurance sector affairs) to the late Minister of Economy Dr. Zaki Shafei and contributed to preparing the Supervision and Control Law No. 10 of 1981.
Selected as a member of the Shura Council for 21 years from 1980 to 2001.
Selected as Minister of Scientific Research in 1986 and Minister of Education in 1990-1991 and continued as Minister of Scientific Research until October 1993.
Selected as a member of the specialized national councils until his death.
Selected as a member of the Board of Trustees of the Radio and Television Union until his death.
Taught and supervised many master's and doctoral dissertations at Cairo University, Mansoura University, Sadat Academy for Administrative Sciences, and Arab University of Beirut.

Holder of the Order of the Republic, First Class (Arab Republic of Egypt).
Holder of the Order of the Republic, First Class (Tunisia).
Holder of the Order of the Grand Cross (Cyprus).
Also received many certificates of appreciation from many local and international academic institutions.
The Sadat Academy for Administrative Sciences honored him by granting him a fellowship degree (honorary doctorate from the Sadat Academy for Administrative Sciences).
